It’s actually alright by sequel standards, it actually makes sense too, but a third movie was also made and I’m curious as to why.
I also hate the voice actor change, unnecessary but probably the actors costed more at the time when needed. Animation sometimes feels rough, I find the original looks better.
Overall it’s a funny film, the dogs are great and the story just made sense as a sequel, saw the ending coming from a mile away.
